These two things are very similar but go by different names depending on geography. “Captions” are often referred to in the USA, Canada, Australia, etc… and generally mean having a transcript of the dialogue available in the same language. For example, a feature film will be captioned so that the hard of hearing can read the dialogue between characters, whereas “Subtitling” can mean being able to watch a film in a different language and having translated into your own. So if you speak English, you can watch a film or TV show made in Germany with English subtitles. There are many variations, but this is one simple explanation.
